Before the first use of GMOs in a laboratory, production facility or any other closed system (i.e. greenhouse), it is necessary to register this or apply for a permit at the Ministry of the Environment and Spatial Planning  in accordance with the Management of Genetically Modified Organisms Act and regulations acts.

Before any sort of field trials or other deliberate release of GMOs into the environment (except for placing on the market), it is necessary to apply for a permit for the implementation of such an activity at the Ministry of the Environment and Spatial Planning.

If one wants to place a GMO or a product containing GMOs, the use of which has not yet been approved in the EU, on the market in Slovenia for the first time in the EU, it is necessary to apply for a licence at the Ministry of the Environment and Spatial Planning, which forwards the application to the European Commission.
